The legislation has already defined an assessment method for acceptance of a packaging design. As an example UN regulations defines a number of tests and test levels and damage levels on the package after the test before the package design is approved for transport of dangerous goods.
You have to demonstrate that the design has reached the critical level of minimal packaging materials in your design.
